Late Winter, Early Spring Temperature Outlook: Colder Than Average in Parts of North, Warmer in Sout

It looks like the second half of winter for the northern parts of the country will be below average in terms of temperature. That means that February could feature some snowstorms in the northern section of the country for the rest of this winter. In the spring, the Northeast will be slightly below average for temps as well as the Northwest. Most of the south will see above average temperatures for this spring.
