Tropical Storm Harvey to threaten Central America after drenching the Windward Islands

Tropical storm Harvey is headed for Central America and maybe parts of Mexico after drenching the Windward islands with heavy rain. As it draws closer to Central America it may reach a category 1 hurricane but then weaken back to a tropical storm thereafter.
